In a large bowl, toss the wings with baking powder, salt, pepper, and garlic powder until evenly coated.

While the wings are baking, prepare your sauce. In a small saucepan over medium-low heat, melt the butter. Add minced garlic and cook for 1-2 minutes until fragrant but not browned.
Remove from heat and stir in grated Parmesan cheese, parsley, red pepper flakes, and Italian seasoning.
Transfer the hot, crispy wings to a large bowl. Pour the garlic Parmesan sauce over them and toss gently until all wings are evenly coated.
